Recently, Brown has served as Assistant Deputy Minister, both in the Health System Strategy Division in Ontario's Ministry of Health and Long-term Care and in the Science and Research Division in Ontario's Ministry of Research and Innovation. Prior to this, he was a professor in the Department of Health Policy, Management and Evaluation at the University of Toronto. He brings to St. Michael's a tremendous level of expertise in health policy research and measurement of health care system performance. He is a natural fit with the hospital's focus on inner city health, knowledge translation and quality improvement, among others.

While at the University of Toronto, Brown was the principal investigator for the Hospital Report Research Collaborative and led the development of scorecards for acute care, emergency, chronic care, rehabilitation and mental health for hospitals across Ontario. He has also served as an advisor to the World Health Organization, major hospital networks, health maintenance organizations (HMOs), insurance companies and investment banks in Canada, the United States, Europe and Asia.

Professor Brown graduated magna cum laude from Harvard in 1993 and received his Doctor of Philosophy from the University of Oxford in 2002. At Harvard, he was a National Scholar and at Oxford a Rhodes Scholar. In recognition of his work on performance measurement, he was named one of Canada's "Top 40 Under 40" in 2003.
